  1. Preheat oven to 350ºF. 
  2. In a large skillet, heat the olive oil over medium heat.
  3. Add the onion and cook for 5 minutes. 
  4. Add the beef and cook until browned.
  5. Add the chili powder, smoked paprika and garlic powder and stir to combine. 
  6. Add the tomato sauce and tomatoes with green chiles. 
  7. Add the cabbage and stir to combine. 
  8. Cook for 20-25 minutes, stirring occasionally. 
  9. Transfer the mixture to a 9×13 inch baking dish.
  10. Top with shredded cheddar cheese. 
  11. Bake in preheated oven for 15-20 minutes or until bubbly. 
  12. Top with fresh parsley and serve.
